Also these tests don't have enough 'asserts' logic, so they all always are passed on expected XmlBeanDefinitionStoreException with not checked
org.xml.sax.SAXParseException: Content is not allowed in prolog. This message is exactly the reason for wrong property 'xmlheader'.
Nevertheless I don't see any reason to have ChainElementsFailureTests at all: every config samples in chain-elements-config.properties are invalid via XSD.
