      Description

      We need to start DocBook-based reference guide documentation and incorporate this into the release ZIPs (in PDF, HTML and HTML single page formats).

      It also makes sense to configure the Maven site plugin at the same time given the Maven "site" phase is normally used for DocBook. However, we won't be using Maven-generated sites in release ZIPs or as the project site for the foreseeable future.
