attempts to workaround by installing osgi bundle directly still result in no jdbc driver being available:

osgi obr url add --url http://spring-roo-repository.springsource.org/repository.xml
      osgi obr deploy --bundleSymbolicName org.springframework.roo.wrapping.postgresql-jdbc3
      osgi obr start --bundleSymbolicName org.springframework.roo.wrapping.postgresql-jdbc3

'download status' reports that Download consent is granted, and 'proxy configuration' reports that I have no proxy set up.

This sounds like a similar problem to one I found reported for the mysql driver, which is currently resolved.
