Fail to add new Add-on / RooBot addon registration does not work

            Description

            Issue ROO-3184 still occurs for '1.2.3.RELEASE

            1. Fail to install Roo Add-on after '2013-01-28 12:00' (GMT+8)
            2. Only 9 bundle were listed in 'http://spring-roo-repository.springsource.org/roobot/roobot.xml'
            3. Not able to install 'cloud found' add-on. (was working few days ago).

            Please help, this is a major stopper.
