Fix race condition between ContinuousQuery registration and EnableClusterConfiguration Region creation

Currently, there is a race condition between creating and registering a CQ and SDG's @EnableClusterConfiguration functionality, specifically when creating the Region's on the server that are identified in the CQ query (i.e. SELECT * FROM /Region ...).
