Move client Region interests registration to on SmartLifecycle start

This improvement refactors o.s.d.g.client.ClientRegionFactoryBean to implement the o.s.context.SmartLifecycle interface and moves interests registration logic into the start() method, which will then be consistent with how SDG starts CQs.
