      </name-values>
      </property>

      results in Collection1["Key1"] == "5678" instead of "1234,5678"
      whereas

      <property name ="Collection1" >
      <name-values>
      <add key="Key1" value="1234"/>
      <add key="Key1" value="5678,9012"/>
      </name-values>
      </property>

      results in Collection1["Key1"] == "1234,5678,9012"
