Roo Add-on Manager fails to update or install anything

    Description

      Raised here as the problem is visible in STS but not really sure if its an STS problem or a Roo problem.

      To reproduce:

      Start Roo Add-on Manager.
      Select Spring Roo - Wrapping - postgresql-jdbc3 for install.
      Click Ok.
      After a little while STS reports:
      'Installing Roo Add-ons' has encountered a problem.
      One or more install operations failed.'
      Clicking on Details gives the following message:

      'One or more install operations failed.
      Installation of org.springframework.roo.wrapping.postgresql-jdbc3[9.1.0.901_0001] failed
      RooBot Eclipse Service is not available.'

      Out of curiosity I have tried to install other drivers including mysql and jtds, but the error message always ends 'RooBot Eclipse Service is not available'.

      I know there have been some glitches with the RooBot service (see https://jira.springsource.org/browse/ROO-3294) recently. Is the RooBot Eclipse service dependent on the RooBot service?
