Update site 403 forbidden or broken pipe

      Description

      I downloaded a fresh copy of STS based on the Juno 3.x series about 2-3 weeks ago. I was not getting updates and its constantly cranking away trying to
      access http://dist.springsource.com/release/TOOLS/update/e3.8/...

      I would show you a screen shot of the details but I can't find an attach button on this screen.

      Anyways

      http://dist.springsource.com/release/TOOLS/update/e3.8/compositeContent.jar
      returns a 403 Forbidden.

      http://dist.springsource.com/release/TOOLS/update/e3.8/compositeContent.xml
      returns a 200 but actually fails with a Failed Socket:Broken pipe.

      That said if I change dist to download like the others listed in the update sites, then things are fine. The problem is this change does not persist, it keeps reverting back to dist.

      So here are my issues:

      Short term - how can I keep the update site from reverting back to dist
      Long term - can we correct this update site in the official release that we download?

      I see a new release just went out today and I have not confirmed this issue in that release. However it was still a problem with the latest release as of a few weeks ago. My current version is STS 3.3.0.RELEASE the installer was for sts-3.2.0.RELEASE but I have recently updated (via the update site). It says I am eclipse version 3.8.1
