Gradle > Refresh All disabled on working sets

      Description

      Since upgrading STS from v3.6.3 to v3.6.4 the Gradle > Refresh all right-click menu item on working sets is disabled, even though all of the projects in the working set are Gradle projects configured identically.

      The functionality is not disabled on the individual projects in the working set and behaves properly. Is this a regression intruduced in 3.6.4 or the behavior is intentional?
