New Spring Starter Project menu option not showing

I am trying to get started with STS and a majority of the tutorials start with using the Spring Starter Project wizard (or an older version of it). I downloaded and then installed STS 3.7.0 and applied some non-GA patches to it from the advice received from a STS presenter at Spring 2GX in Washington D.C. last week. I have a screen shot of the installed versions of everything as well as the menu option not showing. Any help would be greatly appreciated and move us further along our Spring research.
