SPRNET needs formal support for ASP.NET MVC4 as well handling/processing/injecting the new classes, types, etc. in the new HTTP WebApi (i.e., ApiController, etc.)

Added explicit support for MVC4 and WebAPI-based IDependencyResolver. Note to MS: having the same-named interface (IDependencyResolver) in two different namespaces (System.Web.Mvc and System.Web.Https.Services) is an absolutely awful design choice here, but at least the fact that the two interfaces have the exact same shape/API permits us to do us an 'inheritance trick' to implement the new WebAPI DependencyResolver without having to duplicate code from our existing IDependencyResolver implementation
